in response to comments that claimed government employees are redundant, citing a reduction in the number of employees during the corona pandemic, he clarified: on the contrary, due to telecommuting not only in the executive bodies, but also in administrative entities, a significant part of the work is delayed. We have conducted a research in the period from April to October, where we examined the teleworking of the employees of 89 executive bodies of the country. About 1 million and 180 thousand employees and managers Participated in the survey. This study has produced interesting results, including the fact that about 75% of managers were satisfied with the result of their employees' telecommuting and this ratio was even higher among the employees, i.e. about 79% of the teleworking employees expressed their satisfaction.

Mr.  Ansari, stating that in some bodies the infrastructure for teleworking was provided and in some it was insufficient, explained: We concluded, that we should have a national network or platform for telecommuting because one of the issues we face in remote working is network security and currently, we cannot trust the Internet very much. If a specific platform is available, we enhance our monitoring responsibility, and telecommuting security will increase.

He continued: "When the participants in the poll were asked if they want this situation to continue, about 70 of managers and 80 percent of staff were interested in tools to keep telecommuting going, and probably 20 percent of the employees who were reluctant, had difficulty working remotely and tended to return to the workplace.

The Vice President stated that based on "the definition of the State Administrative and Recruitment Organization "during this period 12 to 15 percent of all government employees rotate shift works. According to this research, 9 out of 89 participating bodies, did not send any employees on telecommuting," he said.

He added: "The framework for telecommuting was approved 10 years ago and organizations are allowed to allow for telecommuter staff especially female employees with young children, provided that the necessary infrastructure is available; However, there is usually less interest. We hope that with this experience and the improvement of infrastructure, we will have more progress in this field.

Mr. Ansari, in discussing structure reform and agility of the government, said: "This issue has been on the agenda of governments since the seventies by the eleventh and twelfth governments, through two programs of administrative system reform, have considered this issue as one of the axes of administrative system reform. The parliament, in Article 28 of the Sixth Development Plan Law, has given clear tasks to the government in this regard which suggests the government should reduce its manpower by 15%, except for teaching profession in education, and reduce posts and organizational levels as well.

He continued: "What we received regarding government human resources was 2 million 384 thousand people and at the beginning of 2020 and while two years are left in the program, that number has declined to 2.216 million; That means we have reduced the number of employees in the government to about 170,000. The method of reduction has been natural output as well as input control, i.e. we have no program to lay off, or employee buyback.

The head of the State Administrative and Recruitment Organization , stated that downsizing system in our country works by replacing as many as the number of retirees with new forces, he added this situation is due to two reasons, one is that the same number of replacement forces is needed in the organizations; and another is that the field of government services is constantly evolving; For example, when the student population is growing, we need to provide the necessary human resources. Or, for example, when creating new country divisions, administrative service units should also be allocated to the new cities and districts.

He concluded: " there is a demand from different organizations and entities to increase government manpower and, while we meet these demands, we must also replace part of the output; So we have reduced the number of employees by 170,000 while replacing the new forces, covering the need for new units and services. albeit part of the reduction in human resources is due to the use of electronic systems, which has reduced the need for physical presence of employees. Excluding one million employees in the education sector, we are reaching the 15% required by the Sixth Development Plan law.

Regarding the reduction of organizational positions, Mr. Ansari stated: According to the latest statistics, about 30,000 organizational positions have been reduced. Some jobs such as teaching and nursing do not have organizational positions and we have about 1 million and 180 thousand organizational positions in total, which we are allowed to reduce from, for example, by merging rural water and sewage companies with urban water and sewage companies which were non-governmental companies, removed their employees from the government and transferred them to non-governmental companies; Thus part of the government posts was removed.

He added: "In general, about 65 to 70% of the organizational positions of the executive bodies are in charge and about 30 to 35% of the posts are vacant and that is why we did not create new posts during the 11th and 12th governments.

Head of the State Administrative and Recruitment Organization  also talked about the transfer of enterprises: in this regard, we have delegated about 700 operational units and in this way, action has been taken in three areas to anticipate the agility of the government, which seems to be a possible achievement, since during the fourth and fifth development plans, we faced an increase in the government's human resources and now we have been able to implement a significant legal obligation.

Regarding the issue of human resources productivity in the administrative system, Mr. Ansari said: "Due to the difference in jobs, the amount of productivity must be measured separately for each job. For example, measuring the productivity of a bank clerk is easier than measuring the productivity of an administrative staff who is responsible for preparing instructions and overseeing their implementation.

Regarding the National Productivity Organization of Iran, affiliated to the State Administrative and Recruitment Organization , he stated: The National Productivity Organization is in charge to measure labor and capital productivity and focuses mostly on the economic field, not the country's Administrative system and reports the national productivity status and mainly sets up the procedures and instructions so that government bodies can upgrade productivity in their area of responsibility.

Referring to the measurement of customer satisfaction in 24 executive bodies, the Vice President said: "According to this measurement, which before was surveyed before Shahid Rajaei Festival, the average level of people's satisfaction with these offices was 60%."

Regarding the measures taken to develop e-government, he said: In this regard, 23 national projects with multiple sub-projects were designed for executive bodies and one or more executive bodies were responsible for running each project; For example, in the field of E-health, the main player is the Ministry of Health, in the field of e-commerce, the Ministry of Industry, Mines and trades plays the role and in the field of government service systems and the State Administrative and Recruitment Organization  is in charge.

He continued: "Out of these 23 projects, about 13 projects had more than 70% progress, in fact, they have been put into operation and are being completed." About 6 other projects are 50 to 60 percent and the rest remain below 50 percent. Nevertheless, we are a little behind the scheduled timetable for completion of projects which was November 29. Therefore, it was decided that in the Fajr festival another section and finally in June 1400 a total of 23 projects should be finalized.

Referring to the National Services System project, Mr. Ansari explained: This project is the responsibility of the country's Administrative and Recruitment organization is defined by the web address http://www.mardom.ir/. Of the approximately 5,700 services that the executive bodies provide, 3,700 services can be automatized, out of which about 2,700 services must be provided directly and in person, such as hospital services and the like.

He added: "Any organization that provides a service electronically will be linked to the national system of government services and people can either refer to the organization itself or to this system to receive the service. When a person applies for a service, a tracking code he is given, which he can use in the same system to poll in the subsystem about the quality of the system, he has received."

Head of the State Administrative and Recruitment Organization , referring to the latest status of the system for registering salaries and benefits, stated: This system according to Article (29) of the sixth law of the development plan, should have been designed and deployed by the end of the first year of the program, which was ready in March 2016 and in April of 2017 the pilot system was launched, and gradually the organizations provided information on the salaries and benefits of employees, of course some government bodies, including Radio and Television organization have not yet done so. According to government law, all public organizations are obliged with the task of deploying their information on the system, but in practice only the organizations of the executive power have accomplished this obligation. According to the same law, everybody must define an icon under the title of salaries and benefits of the managers on their website and publish their information themselves, but the system of salaries and benefits cannot be available to everyone security-wise.

He continued: "This issue was raised in the cabinet and it was emphasized that everyone must abide by the law, including the parliament that has approved the law, must upload its own information; Also, the judiciary and other bodies subject to the law." It is determined that the State Administrative and Recruitment Organization should follow up and report to the government if all agencies subject to the law have uploaded their salary and benefits then the government announces public access to the information.

Mr.  Ansari, referring to the evaluation system of qualified for management, said: "All those who want to be appointed to managerial positions, should be evaluated in evaluation centers that are outside the executive bodies; If the ability to hold the managerial position is approved along with the level of management they can hold, they can be used in managerial positions."

If this qualification is not approved or confirmed, but it is recommended that the person in some areas should be trained, primarily, they should be trained and then re-evaluated. Then the person's information is registered in the database. Consequently, the body can employ the applicants evaluated by themselves or the confirmed applicants by other bodies.

Head of the country's Administrative and Recruitment organization stated that improving the integrity of the administrative system has been on the agenda of all governments since the beginning of the revolution. "Basically, the Islamic Republic has inherently fought corruption in all areas, especially the administrative system," he said. The concept of corruption in the administrative system has two aspects; One is what exists as corruption and the other is the perception of corruption, what is usually measured is people's perception of corruption, which does not necessarily correspond to reality and is usually much higher than reality. We have good plans in the administrative system, but the main responsibility for fighting corruption lies with the Anti-Corruption Coordination Headquarters which is an interdisciplinary institution.

Referring to the eighth Recruitment test for the executive bodies, the Vice President said: "we encountered many challenges to hold this test due to the spread of the corona virus and was delayed once or twice. Finally, it was held in the first half of December and the results were announced on 11 January."

He added: "At this stage, we announced the accepted entrants based on three times the 38,000 capacity that was announced for the test as a preliminary acceptance." In the next stage, the bodies interviewed the admitted students, and finally 70% of the passing score belongs to the test and 30% belongs to the interview stage, the integration of which is done by the Assessment organization and is announced to the organizations. We hope we can to go through the interview and selection phase and cooperate with the new staff from the beginning of the next year.

Mr.  Ansari, referring to the manpower working in the companies that are parties to the contract of government agencies, stated: According to Article (17) of the Civil Service Management Law, these forces are the employees of the service companies of the contracting party, not the employees of the government itself, while organizations are not allowed to employ corporate staff in administrative positions, and this mechanism applies to jobs for which no organizational position is foreseen by the body.

He continued: "We have a contract with a company for a specific volume of work - mainly in areas where we cannot hire staff." For example, we sign a contract with one company for security, for cleaning purposes with another company, for typing in the same way, and so on.

Head of the State Administrative and Recruitment Organization  regarding the change of the status of the corporate human resources stated: According to existing recruitment laws for organizational positions of the governmental bodies, recruitment is realized only through testing and for changing the status of the corporate forces, the law needs to be amended; If the law is amended and it is decided that these jobs will also be included in the government, a recruitment test must be held and these forces must compete with others in the recruitment test. Government recruitment is a public right and all people and also the youth have the right to apply for employment in the government. We had foreseen a concession to the contract forces in recruitment tests, which was stopped by the unanimous decision of the Administrative Court of Justice, and now we are not permitted to allocate special privilege for either corporate staff or even certain contract staff. In addition, in accordance with the law, the number of contract staff in a given employment contract is also limited to a maximum of 10% of organizational positions. For converting the corporate to contract staff, law amendment deems vital, and in the current situation and with the existing law, this issue cannot be raised.
